As early as the "Eleventh Five-Year Plan" period, my country's textile industry began to conceive of building a textile power. After years of struggle, from the perspective of comprehensive strength, the main indicators of a textile power have basically been achieved. Last year, the Chinese Academy of Engineering organized more than 50 academicians and more than 400 experts to compare and analyze the 26 industries in my country’s manufacturing industry and the corresponding industries in the manufacturing powerhouse, from the perspectives of scale, innovation capability, economic benefits, and industrial structure. to evaluate. The conclusion is that there are five industries that are at the world's leading level, and textiles and apparel are ranked first.
In fact, my country’s textile industry has exceeded 50% of the world’s total in terms of scale, 1/3 of the world’s trade in terms of trade, and 70% of the world’s total output of chemical fiber. my country's fiber materials are at the advanced level in the world, and the most advanced spinning and weaving equipment is in China. In the past, our weakest high-performance fiber has also developed rapidly in recent years. Today, it has the largest scale and the most complete variety. In addition to cutting-edge fibers, we can proudly say that we have what the world has. Therefore, from the perspective of comprehensive strength, we have reason to say that the original goal of a textile power has been achieved.
The realization of the goal of becoming a powerful country has given us confidence and motivation for future development. However, with the changes in the world situation, we must not be arrogant. From the perspective of the development strategy of internal circulation, the industry is in green development, fashion leadership, and brand development. There is still a gap with developed countries in terms of design and international market control capabilities. Especially from the perspective of technological development, the industry has three shortcomings that need attention:
First, we are far behind the world's leading level in textile high-performance fibers and green fibers. For example, for carbon fiber, we can already produce T300 and T400 in large quantities, and some companies have begun to invest in the 10,000-ton level. T700 and T800 have also begun mass production. However, there is still a big gap between carbon fiber with higher strength and high modulus and the advanced level. For example, the key technology of lyocell fiber is not yet mature, the manufacturing of key equipment is still lacking, and the quality of fiber production is unstable, which is our obvious shortcoming.
The second is that in the processing of large-volume and wide-ranging textile fiber fabrics, there is still a gap in finishing and special processing technology and equipment, especially the processing technology of high-end and special yarns and fabrics. Some key process equipment still needs to be imported.
Third, some key parts of textile machinery products have shortcomings. The level of the electromechanical industry is a manifestation of a country's economic and technological strength. Mechanical equipment in the textile sector is one of the shortcomings, and key devices need to be imported. For example, the air splicer of the automatic winder, the electronic yarn clearer, and the grooved drum still need to be imported. Therefore, there are still many similar shortcomings in terms of process technology and equipment, which need to be resolved in the future.
Since the beginning of this year, the new crown pneumonia epidemic has brought great changes to the political and economic environment of the world, and it has also brought great uncertainty to the development of the textile industry. Facing the upcoming "14th Five-Year Plan", the development focus of the textile industry is high-quality development and speeding up structural adjustment. On the basis of adhering to the positioning of "technology, fashion, and green", the industry must implement the development strategy of "domestic cycle as the main body, domestic and international double cycle mutual promotion" proposed by the central government in the new international environment.
In order to satisfy the "domestic cycle as the main body", we must focus on solving the above-mentioned shortcomings. "Domestic and international dual cycle" means that the international development strategy must also be adjusted. The textile industry has the highest degree of marketization and a high degree of internationalization. We must persist in reform and opening up to the outside world. The future trend is that garment export orders will gradually shift. The layout of the industry in the “Belt and Road” will continue, but industrial safety must be considered. From the perspective of the country and industry, it is necessary to choose safe countries and regions and go to sea in groups.
There are two aspects to structural adjustment: first, industrial structure adjustment, industrial textiles will continue to develop rapidly, and the proportion of industrial textiles in the textile industry will further expand in the future; second, regional structural adjustment, industries will continue to transfer to the central and western regions. This is also in line with the development concept of "domestic cycle as the main body".
This year, the industry trend has experienced ups and downs. The impact of the epidemic in the first quarter was severe. In the second quarter, as the epidemic was effectively controlled, the economy rebounded. Since June, the national economy has recovered, and the production and exports of various textile industries have recovered significantly from July to August. The operating rate of enterprises and the order situation have rebounded. I believe that it will continue to rise before the end of the year, and it is expected to make up for the losses in the first half of the year. Achieved positive growth throughout the year.
